Alliance for Health Policy

Launched in 2025, the Bipartisan Learning Communities (BLC) Congressional Fellowship was created to support the professional growth of rising congressional staffers. Developed with guidance from senior Hill staff and a national working group of education experts, the fellowship strengthens participants’ understanding of U.S. health policy and the legislative process.

Over 10 months, fellows engage in programming designed to build a strong foundation in health policy, sharpen Hill-relevant skills, and deepen their ability to navigate Congress with confidence and purpose.

 

In the Gap

After a prolonged hospital stay left the father, Megeal, with mounting medical debt, the Frazier-Hill family faces the ongoing financial and emotional strain of providing for four children while struggling to stay afloat in a system that leaves little room in between. They are caught in the gap between earning too much for public assistance and too little to afford private insurance. Four in 10 Californians have medical debt, including 55% of those with low incomes and 37% with higher incomes (The 2026 CHCF California Health Policy Survey).
